Digital Driving License in India?
it's an electronic version of your physical driving license that is legally recognized and valid across the country. You no longer need to carry your physical card or paper document everywhere you go, as long as you have the digital version on your smartphone.
How to Get Your Digital Driving License:
You can access and store your digital driving license through official government-backed applications:
DigiLocker:
This is a key initiative under the Digital India program.
How to use: Download the DigiLocker app (available for Android and iOS) or visit their website. Sign up/log in using your Aadhaar number or mobile number. Then, search for "Driving License" under the "Ministry of Road Transport and Highways" section. Enter your driving license number, and it will fetch your digital DL, which is then stored in your "Issued Documents" section.
mParivahan App:
This app is specifically from the Ministry of Road Transport and Highways (MoRTH).
How to use: Download the mParivahan app. After creating an account, you can create a "Virtual DL" by entering your driving license number and date of birth.
Benefits of Having a Digital Driving License:
- Convenience (No More Physical Cards!): This is the biggest perk! You don't need to worry about forgetting, losing, or damaging your physical driving license. Your phone is usually always with you, so your DL is too.
- Legally Valid: The digital driving license accessed through DigiLocker or mParivahan is officially recognized by law enforcement and is considered equivalent to the physical document. So, if a traffic police officer asks for your license, you can simply show them the digital version on your phone.
- Real-time Updates: Any changes or updates to your driving license (like renewals) are reflected in the digital version almost instantly.
- Enhanced Security: Digital documents are generally more secure against forgery or tampering compared to physical ones. They often come with QR codes that authorities can scan to verify authenticity.
- Reduced Paperwork & Eco-Friendly: This initiative promotes paperless governance, reducing the need for printing and physical documentation, which is great for the environment!
- Easy Verification for Authorities: Traffic police can quickly verify your license details by scanning a QR code or accessing the central database, making roadside checks much faster.
The Two Main Licenses: Learner's and Permanent
When it comes to getting behind the wheel in India, there are two main types of driving licenses you'll encounter: the Learner's License and the Permanent Driving License. Think of it as a two-step process to ensure you're ready and responsible enough to drive on the roads.
1. Learner's License (LL)
This is your very first step into the world of driving. It's a temporary license that allows you to learn and practice driving under specific conditions.
- Purpose: It's essentially a permit to learn. It signifies that you're permitted to drive, but not yet independently.
- Eligibility:
- Generally, you need to be at least 16 years old for motorcycles without gear (up to 50cc), with parental or guardian consent.
- For motorcycles with gear and light motor vehicles (like cars), you need to be at least 18 years old.
- You'll also need to know basic traffic rules and road signs.
- How you get it: You typically have to pass a written or online test that checks your knowledge of road safety, traffic rules, and signs.
- Conditions for Driving with an LL:
- You must be accompanied by a person holding a valid Permanent Driving License for the same type of vehicle you're learning to drive. This person should be sitting in a position to control or stop the vehicle (e.g., in the passenger seat for a car).
- The vehicle you're driving must have a clear "L" symbol (for "Learner") displayed on both the front and rear, in red on a white background, indicating that a learner is driving.
- You cannot carry any other passengers on a two-wheeler (except the instructor, if applicable).
- Validity: A Learner's License is usually valid for six months. During this period, you are expected to practice and improve your driving skills.
- Waiting Period: You can apply for a Permanent Driving License at least 30 days after getting your Learner's License. This waiting period ensures you get enough practice.
2. Permanent Driving License (DL)
This is the goal! Once you've learned to drive and proven your skills, you apply for a Permanent Driving License, which allows you to drive independently without any restrictions (for the vehicle class specified).
- Purpose: It's your official certification that you are competent and authorized to drive on public roads.
- Eligibility:
- You must have held a valid Learner's License for at least 30 days (but no more than 180 days).
- You must be at least 18 years old for non-commercial vehicles. For commercial vehicles, the age requirement is generally 20 years or more, and often includes educational qualifications and specific training.
- How you get it: The most crucial step here is passing a practical driving test conducted at the RTO. This test assesses your actual driving skills, your ability to follow traffic rules, and your road sense.
- Validity: A Permanent Driving License for private vehicles is typically valid for 20 years or until you turn 40, whichever comes first. After that, it needs to be renewed. For older individuals, or for commercial licenses, the validity periods might be shorter (e.g., 10 years, then 5 years, or 3 years for commercial).
- No Restrictions: Once you have a Permanent DL, you can drive the specified class of vehicle independently, without needing an "L" plate or a supervisor (unless you're teaching someone else, of course!).
Eligibility criteria
Here's what you generally need to be eligible for a driving license:
1. Age is Key:
- For a Learner's License:
- If you want to drive a motorcycle without gears (like a scooter up to 50cc), you need to be at least 16 years old. If you're under 18, you'll also need consent from your parent or guardian.
- For motorcycles with gears (above 50cc) and Light Motor Vehicles (like cars), you must be at least 18 years old.
- For commercial vehicles, the minimum age is generally 20 years (though it might be 18 in some states).
- For a Permanent Driving License:
- You need to be at least 18 years old for private vehicles (cars, bikes).
- You must have held a valid Learner's License for at least 30 days but no more than 180 days (6 months).
2. Knowledge is Power:
You'll need to be familiar with traffic rules and road signs. For a Learner's License, you'll take a test to prove this.
3. Fitness Matters:
You should be physically and mentally fit to drive. For some categories (like commercial vehicles) or if you are over a certain age (often 40 or 50), you might need a medical certificate from a doctor.
4. Documents
While the exact list can vary slightly by state, generally, you'll need:
- Proof of Age: Birth Certificate, School Leaving Certificate, PAN Card, Passport, etc.
- Proof of Address (Permanent & Current): Aadhaar Card, Passport, Voter ID, Utility Bills (electricity, gas, water), Ration Card, Rental Agreement, etc.
- Proof of Identity: Aadhaar Card, PAN Card, Passport, Voter ID.
- Application Form: Duly filled Form 2 for Learner's License and Form 4 for Permanent License.
- Passport-sized Photographs.
- A valid Learner's License (when applying for a Permanent DL).
- Medical Certificate (Form 1 and 1A), especially if you're applying for a commercial vehicle license or are over a certain age.
How to Apply for a Driving License
Applying for a driving license in India is a two-step process: first, you get a Learner's License (LL), and then, after practicing, you apply for a Permanent Driving License (DL). Most of this process can now be done conveniently online through the Parivahan Sewa portal.
Here's a step-by-step guide on how to apply:
Step 1: Applying for a Learner's License (LL)
This is your initial permit to learn how to drive.
Online Application Process:
- Visit the Parivahan Sewa Portal: Go to the official website: https://sarathi.parivahan.gov.in/.
- Select Your State: From the dropdown menu, choose the state where you reside and wish to apply for the license.
- Navigate to "Learner's License": Look for the "Learner's License" menu and click on "Application for New Learner's License."
- Fill the Application Form: Follow the instructions and fill out the online application form (Form 2) with all your personal details, address, and the class of vehicle you want to learn to drive (e.g., motorcycle with gear, light motor vehicle).
- Upload Documents: You'll need to upload scanned copies of your required documents.
- Proof of Age: Birth Certificate, PAN Card, Passport, Class 10th Mark Sheet, School Leaving Certificate.
- Proof of Address: Aadhaar Card, Passport, Voter ID, Utility Bills (electricity, gas, water) in your name, Ration Card, Rental Agreement.
- Proof of Identity: Aadhaar Card, PAN Card, Passport, Voter ID.
- Passport-sized Photographs: Usually 2-3 recent photos.
- Form 1 (Self-declaration of physical fitness): You'll declare your fitness. If you're 40 or above, or applying for a commercial license, you might need a medical certificate (Form 1A) from a registered medical practitioner.
- Pay the Fee: Pay the application fee online through the available payment gateways (Net banking, UPI, Debit/Credit Card). The fee for a Learner's License is generally around ₹150 per vehicle class, plus a ₹50 test fee.
- Book Slot for LL Test: After successful payment, you'll often need to book a slot for your Learner's License test. This is usually a computer-based test on traffic rules and road signs.
- Appear for the LL Test: On the scheduled date and time, visit the RTO.
- The test is typically a Multiple Choice Question (MCQ) test based on road signs and traffic rules. You need to score a certain percentage (often 60% or more) to pass.
- Some states allow you to take this test online from home.
- Receive Your Learner's License: If you pass, your Learner's License will be issued. You can often download and print it immediately or it might be sent to your registered address.
Step 2: Applying for a Permanent Driving License (DL)
Once you have your Learner's License and have practiced driving, you can apply for a Permanent Driving License. You must wait at least 30 days after getting your LL before applying for a DL, and you should apply within 6 months of your LL issuance.
Online Application Process:
- Visit Parivahan Sewa Portal: Go back to https://sarathi.parivahan.gov.in/ and select your state.
- Navigate to "Driving License": Look for "Driving License" services and select "Apply for Driving License (DL)."
- Enter LL Details: You'll need to provide your Learner's License number and date of birth.
- Fill Application Form: Complete the online application form (Form 4).
- Upload Documents: Upload scanned copies of the required documents:
- Your valid Learner's License (original).
- Proof of Age, Address, and Identity (same as for LL, if not already linked).
- Passport-sized Photograph.
- Medical Certificate (Form 1A), if applicable (for applicants aged 40+ or for commercial licenses).
- Pay the Fee: Pay the prescribed fee online. The fee for issuing a Permanent Driving License is generally around ₹200, plus a ₹300 fee for the driving test (these fees can vary by state).
- Book Slot for DL Test: Schedule a slot for your practical driving test at the RTO.
- Appear for the DL Test at RTO:
- On the scheduled date, visit the RTO with your original Learner's License, application receipt, and all original documents you uploaded.
- You must bring the correct vehicle for which you are applying for the license (e.g., a two-wheeler for a bike license, a car for a car license). Ensure the vehicle has all valid documents (RC, Insurance, PUC, etc.).
- The Motor Vehicle Inspector will assess your driving skills on a designated track (e.g., 8-figure for two-wheelers, H or T-shape for four-wheelers) and in real-life road conditions, testing your knowledge of traffic rules and signals.
- Important: Remember to wear a helmet for two-wheelers and a seatbelt for four-wheelers during the test.
- Receive Your Permanent Driving License: If you pass the practical test, your biometric data (fingerprints, photo) will be recorded. Your Permanent Driving License will then be issued and usually dispatched to your registered address via postal service within a few weeks. If you fail, you can re-apply for the test after 7 days by paying the re-test fee.
How to Check Your Driving License Application Status
After applying for your Driving License, it's natural to want to know its progress! The good news is that you can easily track your application status online through the Parivahan Sewa portal. This saves you a trip to the RTO and keeps you informed.
What You'll Need:
Before you start, make sure you have these details handy:
- Application Number: This is a unique number you received when you first submitted your driving license application (either for the Learner's License or the Permanent DL). It's usually on your acknowledgement receipt.
- Date of Birth: Your date of birth as recorded in your application.
- Captcha Code: A security code displayed on the screen to confirm you're not a robot.
Steps to Check Your Status Online:
- Go to the Official Parivahan Sewa Portal:
Open your web browser and visit the official website for driving license services: https://sarathi.parivahan.gov.in/
- Select Your State:
On the homepage, you'll see a dropdown menu to "Select State Name." Choose the state where you applied for your driving license.
- Find "Application Status":
Once you've selected your state, a new page will load with various driving license services. Look for an option usually labeled "Application Status." It's often found under an "Apply Online" or "Status" menu.
- Enter Your Details:
You'll be directed to a page where you need to input the required information:
- Your Application Number.
- Your Date of Birth (in the specified format, usually DD-MM-YYYY).
- The Captcha Code (type the characters you see in the image).
- Submit and View Status:
After entering all the details correctly, click the "Submit" or "Check Status" button.
The portal will then display the current status of your driving license application.
What the Status Might Mean:
The status message will tell you where your application is in the process. Here are some common statuses you might see:
- Under Process / Pending at RTO: Your application is currently being reviewed and processed by the Regional Transport Office.
- Application Approved: Great news! Your application has been approved. The license might be in the printing stage.
- License Printed: Your physical license card has been printed.
- License Dispatched: Your license has been sent out for delivery, usually via speed post. You might even see a tracking number to follow its journey.
- License Delivered: Your license has reached you!
- Rejected / Returned with Defects: Your application might have been rejected due to missing documents, incorrect information, or other issues. The portal should provide a reason, and you'll need to address it and re-apply or take corrective action.
What if You Don't Have Your Application Number?
If you've misplaced your application number, some states/portals might offer an option to "Find Application Number" where you can retrieve it by providing your name, date of birth, and mobile number. Look for such options on the Sarathi Parivahan portal of your state.
Checking your DL status online is a convenient way to stay updated on your application's progress without visiting the RTO in person!
Renewing Your License
Just like your car needs a regular check-up, your driving license also needs to be renewed from time to time. Driving with an expired license is against the law and can lead to fines! Luckily, the process is quite streamlined now, largely thanks to the Parivahan Sewa portal.
When to Renew Your Driving License
The validity of your Permanent Driving License depends on a few factors:
- For Private Vehicles (Cars, Bikes, etc.):
- If you got your license before you turned 30 years old, it's generally valid until you reach 40 years of age, or for 20 years, whichever comes earlier.
- If you got it between 30 and 50 years old, it's usually valid for 10 years.
- If you got it after 50 years old, it's typically valid for 5 years.
- For Commercial Vehicles:
- These licenses usually have a shorter validity, often 3 to 5 years, and sometimes require additional training certificates for renewal.
You can usually apply for renewal up to one year before its expiry date. There's also a grace period of 30 days after your license expires where you can renew it without paying a penalty. After this grace period, you'll incur additional fees for the delay.
Documents You'll Generally Need for Renewal
While the exact list can vary slightly by state, here's what you'll typically need:
- Original Driving License: The expired or soon-to-expire physical license.
- Application Form 9: This is the application form for driving license renewal. You can usually download it from the Parivahan Sewa website.
- Proof of Age: A document like your Birth Certificate, PAN Card, or Passport.
- Proof of Address: A document like your Aadhaar Card, Passport, Voter ID, or utility bill.
- Recent Passport-sized Photographs: Usually 2-3 copies.
- Medical Certificate (Form 1A) and Self-Declaration (Form 1):
- Form 1 (Self-declaration of physical fitness): You'll declare your physical fitness to drive.
- Form 1A (Medical Certificate): This is required if you are 40 years of age or older or if you hold a commercial driving license. This certificate must be obtained from a registered medical practitioner.
- No Objection Certificate (NOC): If your current address is different from the address on your original license, or if you are applying for renewal in a different state from where your original license was issued, you might need an NOC from the RTO that issued your original license.

Duplicate Driving License
A duplicate driving license is issued when your original one is:
- Lost or stolen
- Damaged, torn, or defaced
- Has a photograph that needs replacement
Here's a step-by-step guide to help you get a duplicate driving license:
Step 1: Prepare for the Application
Before you jump online or head to the RTO, gather some important things:
- File an FIR (First Information Report) or NCR (Non-Cognizable Report) - Crucial if Lost/Stolen!
- If your driving license is lost or stolen, the very first thing you should do is report it to your nearest police station.
- Get a copy of the FIR (First Information Report) or NCR (Non-Cognizable Report). This document is vital as proof of loss/theft and helps protect you if your lost license is misused.
- If your license is just damaged or defaced, an FIR is usually not required.
- Gather Required Documents:
- Application Form LLD: This is the specific form for applying for a duplicate driving license. You can usually find it on the Parivahan Sewa website.
- Original Driving License (if damaged): If your license is simply damaged or defaced, you'll need to submit the original.
- FIR/NCR Copy: If your license was lost or stolen.
- Attested Photocopies of DL (if available): If you happen to have a photocopy of your lost license, it can be helpful.
- Proof of Identity: Aadhaar Card, PAN Card, Passport, Voter ID.
- Proof of Address: Aadhaar Card, Passport, Voter ID, Utility Bills (electricity, gas, water), Ration Card.
- Passport-sized Photographs: 2-3 recent copies.
- Affidavit (in case of loss/theft): In many states, you'll need a notarized affidavit stating that your driving license is lost, the circumstances of its loss, and that you haven't deposited it with any court or authority. This is a legal declaration.
- Challan Clearance Report (Optional but good to have): Some RTOs might ask for a report confirming no pending traffic challans against your license.
Step 2: Choose Your Application Method - Online (Recommended) or Offline
A. Online Application (via Parivahan Sewa Portal - Recommended)
This is generally the quicker and more convenient method.
- Visit the Parivahan Sewa Portal: Go to https://sarathi.parivahan.gov.in/.
- Select Your State: From the dropdown menu, choose the state where your original driving license was issued.
- Navigate to "DL Services": Look for the "Driving License" menu and then select "Services on Driving License (Renewal/Duplicate/AEDL/Others)."
- Enter DL Details: You'll need to enter your original Driving License number and your Date of Birth. Click "Get DL Details."
- Confirm Details and Proceed: Verify that the displayed information matches your details and click "Proceed."
- Select "Duplicate DL" Service: On the next page, you'll see a list of services. Choose the "Duplicate DL" option.
- Fill Application Form: Complete the online application form (Form LLD). Make sure all details are accurate.
- Upload Documents: Upload scanned copies of all the required documents you prepared in Step 1 (FIR, ID proof, address proof, photos, affidavit if required). Ensure they meet the specified file size and format.
- Pay the Prescribed Fee:
- The fee for a duplicate driving license is generally around ₹200.
- If you opt for a Smart Card type duplicate driving license, there might be an additional fee (e.g., ₹200 or ₹400 depending on the state).
- Pay online using Net banking, UPI, Debit/Credit Card.
- Schedule an Appointment (if required): Some RTOs might require you to book a slot for physical document verification or biometric data capture. Print the acknowledgement slip.
- Track Application Status: After submitting, you'll get an application number. You can use this number on the Parivahan Sewa portal to track the status of your duplicate DL application.
- Receive Your Duplicate DL: Once processed and approved, your duplicate driving license will typically be dispatched to your registered address via speed post within a few weeks. Some RTOs might allow you to collect it in person.
B. Offline Application (Visit RTO)
If you prefer the traditional method or if online services are not fully available in your area for this particular service:
- Visit Your RTO: Go to the Regional Transport Office that originally issued your driving license.
- Obtain Application Forms: Ask for Form LLD (for duplicate license) and any other necessary forms (like an affidavit form if you don't have one).
- Fill Forms: Fill out all forms completely and accurately.
- Attach Documents: Attach all the required documents mentioned in Step 1, along with their photocopies.
- Pay the Fee: Pay the applicable fees at the RTO counter and get a receipt.
- Submit Application: Submit your completed forms and documents to the designated counter.
- Verification and Issuance: The RTO will verify your documents. Once approved, your duplicate license will be processed and sent to your address by post, or you might be informed to collect it.
eChallan
eChallan: Managing Your Traffic Fines Digitally
Traffic violations happen, but dealing with the resulting fines (challans) used to be a pain. The eChallan system on Parivahan Sewa has revolutionized this by making it completely digital and transparent.
What is eChallan?
An eChallan is a digital traffic fine issued for traffic violations. Instead of old-fashioned paper challans, these fines are issued electronically, often captured by cameras and sensors, and then notified to the driver.
Here's how eChallan services on Parivahan Sewa help you:
- Checking Challan Status:
- You can easily check if you have any pending traffic challans against your vehicle or driving license.
- You can search using your Challan Number, your Vehicle Number (along with chassis/engine number), or your Driving License (DL) Number.
- Simply visit the dedicated eChallan portal (echallan.parivahan.gov.in), enter the required details and a captcha, and it will show you any outstanding fines.
- Paying Fines Online:
- If you find a pending challan, you can pay the fine instantly online.
- The portal supports various payment methods like Net banking, Credit Card, Debit Card, and UPI.
- Once paid, you'll receive a digital receipt, making the process quick and paperless.
- Transparency and Convenience:
- The eChallan system brings a lot of transparency. You can see the details of the violation, including date, time, and location, and sometimes even a photo or video evidence.
- It eliminates the need to visit a police station or RTO to pay fines, allowing you to do it from the comfort of your home or on the go.
- Complaint/Grievance System:
- If you believe an eChallan was issued incorrectly, the system often provides an option to file a complaint or grievance, allowing you to dispute the challan by providing supporting evidence.
In essence, Parivahan Sewa's vehicle services and the eChallan system are designed to make your interactions with transport authorities much more efficient, transparent, and user-friendly. It's all about bringing government services closer to the citizens through digital means!

FAQ's
What can I do on Parivahan Sewa?
You can apply for new driving licenses, renew old ones, get duplicates, transfer vehicle ownership, update addresses, pay taxes, and check/pay traffic fines (eChallan). It's your digital RTO!
What's a Learner's License versus a Permanent Driving License?
A Learner's License (LL) is your first, temporary permit to learn driving, always with an experienced driver or an "L" sign. A Permanent Driving License (DL) is your full, official license to drive alone, granted after passing a practical driving test.
How do I apply for a new driving license online?
Visit Sarathi Parivahan (sarathi.parivahan.gov.in), select your state. For a Learner's License, fill the form, upload documents, pay, and take an online/RTO test. For a Permanent License, use your LL number to apply, upload documents, pay, and book your RTO driving test.
How do I check my driving license application status?
Go to Sarathi Parivahan, select your state, click "Application Status." Enter your application number and birth date, then submit. It'll show if it's "Under Process," "Approved," "Printed," or "Dispatched."
How do I renew my driving license online?
On Sarathi Parivahan, select your state, choose "DL Renewal." Enter your DL number and birth date, fill the form, upload documents (including a medical certificate if 40+ or commercial), and pay online. Your renewed license will be sent to you.
What's "eChallan" and how do I use it?
eChallan is a digital traffic fine. You can check for pending fines by visiting eChallan Parivahan (echallan.parivahan.gov.in) and entering your vehicle or DL number. You can then easily pay any fines online.
